A kind of method that help you to make decision. 比方说一个人要进行投资决策，那么他会面临很多 act 与 payoff。同时，由于不同的 act 和 payoff，也会产生 Opportunity Loss

然后，需要计算每一个方案的 Expected Monetary Value ，是利用随机变量的值来乘会发生的概率。同时也可以计算出每个方案的 Expected Opportunity Loss 。我们希望选择损失最小化，所以就需要选择能够有最小损失的方案（act）。
